CITY OF BERKELEY   In 1853 our town was called Ocean View. Brand new Alameda County was casting off the cloak of Spanish times and its newcomers were already marshaling the resources of this land of promise. In 1866, the town became Berkeley. The county seat of Alameda County was at San Leandro, Oakland was the center of an agricultural community, Alameda and East Oakland were thriving towns. The railroads were coming, roads were being built, and Mills College had been established. Alameda County was already beginning to show the trend of development toward its great future. Today a city of over 107,000, Berkeley has worldwide recognition. The University of California and Ernest Orlando Lawrence Berkeley National Laboratory are the city's largest employers. Among cultural and recreational businesses, Berkeley has 32 movie screens, 31 bookstores and 414 restaurants. Its 608 business services firms include many in computer software, engineering and architecture.

Program Description:
The City Of Berkeley addresses the needs of high-risk populations in several ways: 1) through HIV testing and counseling services 2) by sub-contracting with community based organizations to provide grassroots and community HIV prevention activities; 3) through the AIDS Drug Assistance Program; 4) through our Youth and Street Outreach Program. The services provided or sponsored by the City Of Berkeley serve a diverse client base ranging from youth to injection drug users; from women to gay and bisexual men. The clients we serve are ethnically, culturally, racially and economically diverse.
