Modoc County is a geographically large, rural county of 10,000 people, mainly Caucasian, Hispanic, and Native American, in the north-east corner of California involved in cattle ranching, agriculture, timber and abundant outdoor recreational activities. HIV/AIDS Education and Prevention, HIV Counseling and Testing, Case Management through Ryan White, Early Intervention Programs and ADAP enrollment are available through Modoc Public Health Department.

Plumas County serves as the fiscal and administrative agent for a Five County HIV Education and Prevention Project which includes the counties of Lassen, Modoc, Sierra, Siskiyou, and Plumas. Ten subcontracts provide HIV Education and Prevention services to underserved and high risk rural populations in the region.
